Source: After going back to D2 recently we tried a bunch of things but ended up going for the Blizz sorc route and farming gear for the other builds we wanted to play. Once you have decent overall FCR/skill gear, the Hammerdin allows you to farm A4+A5 high TC areas in Hell, which isn't really easy nor efficient with a Blizz sorc (primarily due to cold immunes but also because everything's deadly). Whatever gear you find there enables all other classes/builds. At around level 30 it becomes ridiculously strong just level up, gear up, farm Andy+Meph+Countess on Nightmare, and once you have the gear push to Meph Hell and farm that. Blizzard is hands down the strongest build to be played un-twinked. Not sure why you say Necro is so strong early - of course you have an army to protect you, but if you get hit you're most likely dead and stuff takes ages to kill (exception: Corpse Explosion, but that doesn't help you when farming Meph, for example). Once you hit level 24 it's Blizzard sorc > all. However, in terms of killing speed the Assassin is probably still better.
At 18, a sorc is obviously amazing because of Teleport. I'd say from levels 1-18 the Assassin is hands down the strongest and fastest. And before level ~80, 3 levels are just the equivalent of a few minutes of farming. Yes, it gives +3 fire skills, but it's the equivalent of just gaining 3 more levels before proceeding to kill your stuff if you struggle.
